David Arkanian was the brother of Petra Arkanian.[1] He was first introduced in Shadow of the Hegemon.

David was born one month after the Hegemony population restrictions were rescinded. His parents said they were hoping for a girl to make up for the “loss” of Petra but got a boy, which they were later fine with because Petra returned home.[1]
